The Tripod: platform, engine, dashboard.
The book distinguishes three things that laypeople often collapse. This distinction matters for what The Blueprint Lab is — and for what it is not.
The platform — the Civic Branch.
“The platform is the Civic Branch — a constitutionally established fourth branch of government whose only job is to make the other three visible. It is an institution, not an app” (Chapter V, “The Design”). The platform is a Tier 3 reform: it requires constitutional amendment because its durability requires entrenchment beyond the political cycles it oversees.
The Blueprint Lab is not the platform. The Blueprint Lab cannot be the platform because the platform is a constitutional institution.
The engine — the transparency engine.
“The engine, a transparency engine built for the public, is the technology” (Chapter V, “The Design”). The engine is the machinery of analysis and publication: it takes legislative text, regulatory text, constitutional text, fiscal data, and administrative records, and makes them legible, auditable, and forkable at scale.
The Blueprint Lab's Module 1 is the operational manifestation of the engine today, built outside government, in open source, on real federal legislation. It demonstrates the engine applied to legislation. The full engine, as the book describes it, also surfaces fiscal, environmental, judicial, and electoral data — those are roadmap items, not Phase 1 scope.
The dashboard — the citizen-facing interface.
“The dashboard is what Belanouane opens [a citizen named in the book's opening pages] — it is the citizen-facing surface” (Chapter V, “The Design”). The dashboard is how a staffer, a scholar, an editorial board, or a citizen sees what the engine is producing — a reading surface, not an engagement surface.
The Blueprint Lab's six modules are dashboard surfaces onto the engine's work. They are built to be used, not to be scrolled.
The Blueprint Lab is the operational manifestation of engine + dashboard today, built outside government to demonstrate what the constitutional platform would do when it exists. This distinction is load-bearing: the Lab does not claim to be the Civic Branch, nor does it claim that building the Lab substitutes for Article V work. It claims only that the engine and the dashboard can — and should — be built now, so that the platform has something working to embed when it is ratified.
